 2             Indicators comprised are the per cent of those aged 13-15 years who consumed alcohol at least once in the past 30 days; had their first drink before age 14 years. These measures are assessed at a given point in time where the numerator is: the number of persons responding “yes” to the specific question. The denominator is the total number of participants responding to the corresponding question in a given survey weighted by survey design. ##### Rationale Monitoring alcohol consumption by various age groups of youth is important to assessing both short-term and long-term risks to health and safety. ##### Definition Indicators comprised are the per cent of those aged 13-15 years who consumed alcohol at least once in the past 30 days; had their first drink before age 14 years. These measures are assessed at a given point in time where the numerator is: the number of persons responding “yes” to the specific question. The denominator is the total number of participants responding to the corresponding question in a given survey weighted by survey design. ##### Method of estimation A representative sample of the youth population (by age group) is asked to answer questions in a survey. The first priority in the decision tree is given to international youth surveys, notably the European School Survey Project on Alcohol and Other Drugs (ESPAD) and the Health Behaviour in School-aged Children survey (HBSC), and then to national youth surveys within a specific country.
