A country is coded as having pursued chemical weapons if it was increasing its capabilities or had a dedicated program. A country is coded as having possessed chemical weapons if it has weapons which it can deliver. The closest a country got to using chemical weapons ever is recorded. The variable also identifies when a country was alleged by another country of pursuing, possessing, or using chemical weapons, but these allegations have not been confirmed by the country itself or impartial observers.
